The Business Directory List widget shown below is a useful way to show a filterable list of businesses in your community- Site visitors can filter to see the businesses they want, and you can set the widget to show a specific category of businesses. The "have a Business? Submit your Business Online" is a System Variable that a Super User can Enable/Disable  depending on client need, allowing site visitors to Submit their business content to you to post on your website.
